She buys a coffee for 600 JPY at Starbucks in Japan.
The JPY/USD exchange rate is 144.46, so 600 JPY is less than 10 USD (minimum amount for fee deduction).
This triggers the Small purchase fee of 0.15 USD and the Foreign Transaction Fee of 0.5USD
The total amount Jessica would need to pay is (600 JPY / 144.46) USD + 0.5 USD + 0.15 USD = 4.81 USD.
Since her balance is insufficient to pay for the coffee, the payment fails, but declined fee the declined fee(non-USD purchases), totaling 0.65 USD, are still deducted from her card.
Scenario #2:
Amy has a USD Virtual Card with BIN 553437 and a balance of 60 USD.
She purchases an item for 200 MYR on Amazon in Malaysia.
The MYR/USD exchange rate is 4.68, and 200 MYR is over than 40 USD.
This triggers a Small purchase fee of 0 USD.
The Foreign Transaction Fee is (200 MYR / 4.68) * 1.5% = 0.64 USD.
The total deduction from Amy's card is (200 MYR / 4.68) + 0.64 USD = 43.37 USD.
Scenario #3:
Lisa has a USD Virtual Card with BIN 553437 and a balance of 100 USD.
She buys an item for 80 USD on Aliexpress in France.
Since the transaction is in USD, there is no Small purchase fee and Foreign Transaction Fee.
The total deduction from Lisa's card is 80 USD.
